The project aims at initiating a dialogue and best practice exchange in in the field of water resource management of the river basin of the river Chuanzhi in the urban settlement of the City of Changde between Chinese and
European experts in order to foster sustainable water management and prevent further pollution.
The target groups are administrational-, water-, urban development and environmental protection authorities; technical institutes, organisations for design, construction and maintenance; institutes specialized in water
management and rehabilitation of river and water system, urban development, environmental protection; non-governmental organisations, companies industries in Changde, the Province of Hunan as well as other
countries in the Asian region.

The overall objective of the project is the application of international know-how and best practice in the sustainable sanitation of polluted rivers through the elaboration of a framework to solve the sewage and waters problems of the urban settlement of Changde and its Chuanzhi River Basin exemplary for similar cases in other regions of China and Asia.
